As part of your investigation, engage with patrons at the bathhouse. Begin your inquiry by speaking with the Bathhouse Madam, and then continue the conversation with Adam. He will disclose that Goatskin is responsible for stealing items from Master Schindel.

Once you've gathered this intel, your next task is to find Goatskin. Known for his timidity, you'll need to coax him out. You have two options: converse with Lousy Mary or tail Udo. My advice is to opt for speaking with Udo, who frequents the bathhouse's first floor in the evening. Prompt him to leave, and discreetly follow him. Goatskin will attempt to rob Udo in an alley, providing you the perfect moment to confront him.
