To learn the Master Strike, you'll need to complete a side quest. After the tutorial, find Bara the beggar in Troskowitz. She'll point you towards Tomcat, initiating the "Combat Training" questline.

Locate Tomcat in the Nomads' Camp (near the Cumans' Camp and Bozhena's Hut). Complete "Combat Training I," then save your game before tackling the much harder "Combat Training II."
