First, complete the "Where Winds Return to Celestial Realms" quest. This exploration quest, located in the Shores of Last Breath, involves combat challenges. While doable in one session, it's time-consuming. Completing this quest is crucial; the boss arena remains inaccessible until it's finished.

Second, locate all Dream Patrols in the Shores of Last Breath. Completion isn't necessary; simply discovering them and having them appear on your map suffices.
