Elytra can only be found naturally in the End dimension, within Ships near End Cities, after defeating the Ender Dragon. However, alternative acquisition methods exist in other game modes.

How to Get Elytra in Minecraft in Survival Mode
Preparing for Battle
Before venturing into the End, preparation is key. Equip yourself with Diamond or Netherite armor, preferably enchanted for extra protection. Arm yourself with an enchanted sword and bow—consider enchantments like Infinity or Power for your bow to tackle the Ender Dragon from a distance. Stock up on arrows or a crossbow loaded with fireworks, and don't forget potions such as regeneration, strength, and slow falling to enhance your combat abilities and safety. Finding the Stronghold
Use the Eye of Ender to locate the Stronghold by activating it in your hand.
